The OGC is an independent office of the Treasury and works with public sector organisations to help them improve their efficiency, gain better value for money from their commercial activities and deliver improved success from programmes and projects. Their priorities are to support the delivery of:

the public sector’s £21.5bn annual efficiency gains by 2007/08

£3bn saving by 2007/08 in central Government procurement improvement in the success rate of mission critical projects.

The following recommendations are taken from the “Towards a National Strategy for Local Government Procurement” document produced by the Office of the Deputy Prime minister (ODPM).

Recommendation:

The LGA [Local Government Association] and ODPM should explore how a Gateway project review process can be developed to support local authorities who are involved in major, complex or high risk projects. It should include a strategy for providing high quality project review teams with an understanding and experience of the commercial sector. It should take advantage of the work done by OGC.

All of the Best Practice products produced by the OGC – Managing Successful Programmes, PRINCE2, ITIL – are designed to work together. For major Government spending, the OGC provide an independent check on how the project is being managed: this is known as a Gateway Review. These reviews coincide with Programme Reviews and Project Stages in order to provide assurance to the Senior Responsible Owners and Stakeholder groups that the programme or project is being managed effectively.
